Question 2: The Benchmarks of Success – there’s has been a lot of buzz about this new initiative. What are the Benchmarks and could you explain how many there are?

Secretary Padilla’s Response:

In keeping with the State’s commitment of placing “people before performance,” the Governor’s Workforce Development Board, WIOA Alignment Group and others developed the Benchmarks. They are built around 5 major goals:

  1. Increasing the earning capacity of MD’s workforce system customers by maximizing ACCESS TO EMPLOYMENT;
  2. Increasing the earning capacity of MD’s workforce system customers by maximizing ACCESS TO AND USE OF SKILLS AND CREDENTIALING;
  3. Increasing the earning capacity of MD’s workforce system customers by maximizing ACCESS TO AND USE OF LIFE MANAGEMENT SKILLS;
  4. Increasing the earning capacity of MD’s workforce system customers by maximizing ELIMINATING BARRIERS TO EMPLOYMENT;
  5. STRENGTHEN AND ENHANCE the effectiveness and efficiency of MD’s workforce system.
