State Apprenticeship Training Fund |

In 2009, the State Apprenticeship and Training Fund (Fund) law was enacted. This law (Chapter 687, Laws of 2009, § 17-601 through 17-606, State Finance and Procurement, Annotated Code of Maryland) establishes that contractors and certain subcontractors performing work on certain public work contracts are required to make contributions toward apprenticeship. Contractors and subcontractors will have three options where they can choose to make their contributions: (1) participate in a registered apprenticeship training program; (2) contribute to an organization that has a registered apprenticeship training program; or (3) contribute to the State Apprenticeship and Training Fund. There is no obligation to make contributions under this law at this time. In the fall of 2011, the Department of Labor, Licensing and Regulation (DLLR) began the implementation process. On September 23, 2011, proposed regulations were published in the Maryland Register. Comments were received during the 30 days following publication. At this time, due to budget and staffing issues, DLLR is not moving forward with implementation. DLLR will update this website to notify the public when resources become available to fully implement this law.
