How to Request Boxers' and MMA Contestants' Medical Tests and Exams – Procedures Recommended and Approved by the Association of Boxing Commissions (ABC) - Athletic Commission

Association of Boxing Commissions (ABC) Uniform Procedures for Requesting and Forwarding Medical Examination and Test Results for Boxers and MMA Contestants

  1. The boxer or MMA contestant requests the ABC-member commission regulating the bout in which the boxer or MMA contestant is scheduled to compete (Commission # 1) to contact another ABC-member commission which maintains current medical examinations and test results for this boxer or MMA contestant (Commission # 2) to obtain the boxer or MMA contestant’s current medical examinations and test results.
     
    Note: A matchmaker, booking agent, promoter or promoter’s representative cannot make the request for, nor receive, a boxer or MMA contestant's medical examinations and test results unless:
      1. a boxer grants written permission (provided to Commission # 1) for a matchmaker, booking agent, promoter, or promoter’s representative to contact Commission # 1 for the purpose of requesting Commission # 1 to contact Commission # 2 to obtain the boxer or MMA contestant’s current medical examinations and test results; or
         
      2. state or tribal law, applicable to Commission # 1 and Commission # 2, authorizes such a person to make such a request.
         
  2. Commission # 1 sends Commission # 2 written correspondence via e-mail or fax requesting a boxer or MMA contestant's medical examinations and test results that are currently on file.
     
  3. The written correspondence from Commission # 1 shall: (a) reference the boxer or MMA contestant; (b) if pertaining to a boxer, provide the boxer’s Professional Boxer’s Federal Identification Card number; if pertaining to a MMA contestant, provide the MMA contestant’s Mixed Martial Arts National Identification Card number; (c) indicate the date of the bout in which the boxer or MMA contestant is scheduled to compete; (d) formally request the boxer's or MMA contestant's medical examinations and test results; and (e) list the name of Commission # 1 as well as the name, title, direct telephone number(s), and fax number of Commission # 1’s representative. The written correspondence shall be sent by, and signed by (if sent by fax), a representative working directly for Commission # 1.
     
  4. Commission # 2 shall confirm that the boxer or MMA contestant has agreed to, and signed, Commission # 2’s medical information release form (see the ABC’s recommended Authorization to Distribute Medical Information To All Member Commissions Affiliated With The Association Of Boxing Commissions). If the boxer or MMA contestant has agreed to, and signed, Commission # 2’s medical information release form, and if Commission # 2 has the authority to do so, Commission # 2 may forward to Commission # 1 the current medical examinations and test results pertaining to a boxer or MMA contestant.
     
  5. When possible, unless other arrangements are made, an ABC-member commission shall forward a boxer or MMA contestant's medical examinations and test results to another ABC-member commission within 24 hours of the receipt of the written request. Unless specific medical examinations and test results are expressly requested, Commission # 2 should not forward any information that is older than one year from the date of Commission # 1’s written request.
