Notice of Proposed Action
The Maryland Racing Commission proposes to amend Regulation .31 under COMAR 09.10.01 Thoroughbred Rules. This action was considered by the Maryland Racing Commission
at a public meeting held on March 18, 2014, notice of which was given by publication in 41:5 Md. R. 362 (March 7, 2014), in accordance with State Government Article,
§10-505(c), Annotated Code of Maryland.
Statement of Purpose
The purpose of this action is to allow an apprentice weight allowance to be claimed at scratch time if the rider previously named for the horse is not available, and
to prohibit the claiming of an apprentice allowance after the close of entries if no rider was named at the time of entry.

There is no corresponding federal standard to this proposed action.
