Important Information and Instructions for Participation in Virtual Public Fact-Gathering Hearing on Prevailing Rates Applicable to Projects Covered by Public Utilities Article Section 5-305 (9/5/25)

Please note: Written information is currently being accepted at dldliprevailingwage-labor+utility@maryland.gov, and the deadline has been extended through 5 p.m. on September 18.


The Division is looking forward to a constructive discussion.  We will do our best to accommodate all participants, but it would be helpful to have a sense of how many people would like to speak so we can plan accordingly.  If you know you want to speak, we encourage you to fill out the Participation and Agenda Item Request Form.
Further, to ensure that all interested parties have an understanding of the issues to be addressed in the hearing and an opportunity to be heard, we are creating an agenda to send out before the meeting. Please complete the form if you want your issue(s) considered for addition to the agenda!

  • If you believe that establishing one or more new classifications is warranted, please specify those classifications in the appropriate place on the Participation and Agenda Item Request Form.  The form also permits you to upload relevant documentation (please see FAQs 22 and 23 on our website for the kinds of information that may be helpful).
  • If you believe that the craft crosswalk developed by the unit to match common utility industry job titles to existing prevailing wage classifications is inaccurate or incomplete, please specify the titles/classifications you wish to address in the appropriate place in the Participation and Agenda Item Request Form, and briefly explain your positionThe form also permits you to upload relevant documentation.
  • Get ready for the hearing by reviewing the recently updated Prevailing Wage FAQs and the survey step-by-step guide (Survey Informational Presentation) and guidance on submitting collective bargaining agreements for consideration (CBA attestation form), available for download on the Prevailing Wage landing page.
