Criminal Background Checks Each dealer applicant and employee who engages in precious metal or pawn transaction must have a
State and Federal criminal history records report. This report is reviewed by the Secondhand Precious Metal Precious Metal Object Dealers and Pawnbrokers Program in
conjunction with the Maryland Criminal Justice Information System (CJIS) and the United States Federal Bureau of Investigation (FBI). Upon a satisfactory report from the State Police the dealer will be issued a license as a dealer or the employee will be authorized to conduct precious metal or pawn transactions on behalf of the dealer.
Fingerprint Services
The Department of Public Safety & Correctional Services provides a
list of authorized fingerprint service providers located throughout the
State. To obtain your set of fingerprints, submit a completed Livescan Pre-registration Application
(Word) to your chosen service provider, along with a valid form of government picture identification (e.g., driver’s license, passport, Military ID, Certificate of Naturalization or Alien Registration Card).
Fingerprints are taken digitally. To ensure that your criminal history record is received by the
Maryland Department of Labor, you must provide
the vendor with both of the following authorization codes:

Dealer Reporting of Employee’s
ALL new employees who will be responsible for precious metal or pawn transactions on behalf of
a dealer must submit to a criminal history records check.
Employees must complete the Dealers Report of Employee application.
Complete ALL 3 pages of the application
