In the matter of Stable employee Francisco Robles: On December 1, 2024 Mr. Robles was requested to deliver urine sample by the MRC Investigators. The specimen he rendered tested positive for Opioids.
COMAR 09.10.03.05 A(1)(a)(i).
A hearing was held on December 1, 2024. Mr. Robles appeared in the absence of counsel and waived his right thereto. Based upon the testimony and evidence presented at the hearing, the Stewards found Francisco Robles in violation of COMAR 09.10.03.05 Drug Prohibition-Humans.
Accordingly, the Stewards hereby order:
- That the license issued to Francisco Robles be suspended until such time as he has been professionally evaluated and deemed not a detriment to racing. [COMAR 09.10.03.05, F(1)]. d
- That while he is under suspension, Mr. Robles will not be allowed to work on the backside.

“Galactic Glory”, entered to run in the fifth race at Laurel Park on December 1, 2024, after
not having colors on (11/30/2024).
THIS IS A VIOLATION OF: [COMAR 09.10.01.09] which states in part……
“It shall be the sole responsibility of the trainer to see that his or her owner’s colors are in the jockey’s quarters to be used for his or her respective entries, failure to do so, the trainer will be subject to fine”.

Jockey, Darwin Rodriguez is in violation of the HISA riding crop rule #2280 (b)(1). During
the running of the second race on November 30, 2024, jockey Rodriguez hit his mount
“He’s Orientate” 8 times which is in violation of the 6 strike rule. On December 1, 2024 a
hearing was held to review the race. The Stewards issued the following penalty.
- Mr. Rodriguez is fined Two hundred and fifty ($250.00) dollars.
- Mr. Rodriguez is suspended one (1) racing day, December 8, 2024.

A hearing was held on December 6, 2024. Based upon the testimony and evidence presented at the hearing, the Stewards found Jose A. Gomez in violation of COMAR 09.10.03.05 Drug Prohibition-Humans.
Accordingly, the Stewards hereby order:
- That the license issued to Jose A. Gomez be suspended until such time as he has been
professionally evaluated, present 2 drug free tests and deemed not a detriment to racing.

jockey Erick Fuentes was disqualified from first position and placed fifth. Inside the 1/8th pole
the #5 “Collaborate” came in under right-handed whip, into the path of #2 “Pit Stop Man”,
ridden by J.G.Torrealba who then bumped #10 “Addy’s Laddy T N T” ridden by Matilda
Burnham, forcing that horse to alter course to avoid clipping heels.

On December 3, 2024, the Maryland Racing Commission convened to hear the appeal of W. Robert Bailes. The Commission voted to overturn the Stewards decision in this matter and declared Jose Argueta’s “Beaver State” the third place finisher.
Therefore, the new official order of finish is as follows;

In the matter of, Jose A. Gomez, subject of Stewards Ruling #24-152, dated December 7, 2024.
On December 20, 2024, Jose A. Gomez appeared before the Stewards via telephone, with the approval of HCP Coordinator Jessica Hammond, for consideration of reinstatement to good standing. Mr. Gomez provided a documented Psychiatric Evaluation. In their evaluation they indicate that Mr. Gomez is presently drug free and not a detriment to the best interests of racing. They recommended that he be reinstated to good standing and permitted to return to work subject to the following stipulation:
That at the Stewards discretion he submits to drug testing by the HCP Coordinator, the Stewards, or their designated representative. [COMAR 09.10.03.05.] .
In light of the above, the Stewards hereby order that Jose A. Gomez be reinstated to good standing subject to the above-stated stipulation.
