February 6, 2021 - Laurel Park
#21-027 Trainer, Miguel Vera is fined Twenty-five dollars ($25.00)
for not having the colors for “Mr. Mims”, entered to run in the ninth race at Laurel Park on February 4, 2021, after receiving a warning on (01/10/2021) for the same offense.

THIS IS A VIOLATION OF: [COMAR 09.10.01.09] which states in part……

“It shall be the sole responsibility of the trainer to see that his or her owner’s colors are in the jockey’s quarters to be used for his or her respective entries, failure to do so, the trainer will be subject to fine”.

(Note: As per COMAR 09.10.04.05, failure to pay a fine within 48 hours from being notified may result in a suspension of license.)

#21-032 In the eighth race, at Laurel Park on February 6, 2021, horse #6 “Workin On a Dream”, ridden by jockey Carol Cedeno was disqualified
from first position and placed fourth. Just past the 1/16th pole, #6 “Workin On a Dream” under right-handed whipping, came over into the path of #5 “Inside Risk” ridden by Charlie Marquez forcing said rider to check sharply to avoid clipping heels and costing him a best chance of placing in a tight finish.

, February 14, 15 and 18, 2021, for riding the horse “Workin On a Dream” in a careless manner in the eighth race at Laurel Park on February 6, 2021, thereby causing the disqualification of “Workin On a Dream” from first to fourth position.

Jockey Cedeno, having filed an appeal with the Maryland Racing Commission of the suspension issued to him by the Stewards in Ruling #21-033, said suspension is hereby stayed pending a Commission hearing on this appeal.

#21-041 In the matter of Apprentice jockey Alexander Crispin;

On January 16, 2021, The Stewards were made aware by the Clerk of Scales, Frank Saumell that the rider of the #1 horse in the ninth race, Alexander Crispin weighed in after the race five pounds light of his scheduled weight. The Stewards directed the MRC State Investigators to open an investigation into this matter. A hearing was held on this matter February 24, 2021. Mr. Crispin was represented by Attorney, Michael Berey.

Based upon the evidence before them, the Stewards find the following:

(1) Apprentice jockey, Alexander Crispin will be suspended thirty (30) days starting March 1, 2021 and running through March 30, 2021.
(2) Mr. Crispin will also be fined in the amount of One Thousand ($1,000.00) dollars.
(3) That while he is under suspension, Mr. Crispin be denied the privileges of all the grounds
under the jurisdiction of the Maryland Racing Commission until March 20, 2021.
