THIS IS A VIOLATION OF: [COMAR 09.10.01.09] which states in part……

“It shall be the sole responsibility of the trainer to see that his or her owner’s colors are in the jockey’s quarters to be used for his or her respective entries, failure to do so, the trainer will be subject to fine”.

Jockey, Carlos E. Lopez is in violation of the HISA riding crop rule #2280 (b)(1). During the running of the second race on November 3, 2024, jockey Lopez hit his mount “Shesmytenderoni” 9 times which is in violation of the 6 strike rule. On November 8, 2024 a hearing was held to review the race. The Stewards issued the following penalty.

  1. Mr. Lopez is fined Two hundred and fifty ($250.00) dollars.
  2. Mr. Lopez is suspended one (1) racing day, November 17, 2024.

In the matter of, Juan Padilla- Salomon, subject of Stewards Ruling #22-131, dated October 16, 2024.

On November 16, 2024, Juan Padilla-Salomon appeared before the Stewards upon the request of HCP Coordinator Jessica Hammond, for consideration of reinstatement to good standing. The HCP coordinator provided an evaluation from Bilingual Counseling Center. In their evaluation they indicate that Mr. Padilla-Salomon is presently drug free and not a detriment to the best interests of racing. She recommended that he be reinstated to good standing and permitted to return to work subject to the following stipulation:

That at the Stewards discretion he submits to drug testing by the HCP Coordinator, the Stewards, or their designated representative. [COMAR 09.10.03.05.]

In light of the above, the Stewards hereby order that Juan Padilla-Salomon be reinstated to good standing subject to the above-stated stipulation.

In the matter of, Miguel Beltran, subject of Stewards Ruling #24-129, dated October 16, 2024.

On November 30, 2024, Miguel Beltran appeared before the Stewards upon the request of HCP Coordinator Jessica Hammond, for consideration of reinstatement to good standing. The HCP coordinator provided an evaluation from Adult Personal & Career Counseling. In their evaluation they indicate that Mr. Beltran is presently drug free and not a detriment to the best interests of racing. She recommended that he be reinstated to good standing and permitted to return to work subject to the following stipulation:

That at the Stewards discretion he submits to drug testing by the HCP Coordinator, the Stewards, or their designated representative. [COMAR 09.10.03.05.] .

In light of the above, the Stewards hereby order that Miguel Beltran be reinstated to good standing subject to the above-stated stipulation.

In the matter of Stable employee Francisco Robles: On December 1, 2024 Mr. Robles was requested to deliver urine sample by the MRC Investigators. The specimen he rendered tested positive for Opioids.

COMAR 09.10.03.05 A(1)(a)(i).

A hearing was held on December 1, 2024. Mr. Robles appeared in the absence of counsel and waived his right thereto. Based upon the testimony and evidence presented at the hearing, the Stewards found Francisco Robles in violation of COMAR 09.10.03.05 Drug Prohibition-Humans.

Accordingly, the Stewards hereby order:

  1. That the license issued to Francisco Robles be suspended until such time as he has been professionally evaluated and deemed not a detriment to racing. [COMAR 09.10.03.05, F(1)]. d
  2. That while he is under suspension, Mr. Robles will not be allowed to work on the backside.
