What's New - Building Code Administration

  • 2026 Regulation Updates: The Building Codes Administration is in the process of updating three main building codes. This includes the Maryland Building Performance Standards (MBPS), which establish the statewide minimum building codes enforced by local counties and municipalities. It also updates the Industrialized Buildings and Manufactured Homes (IBMH) regulations and the Maryland Performance Code (MPC), which provides requirements for industrialized buildings and state-owned facilities, respectively. These updates will adopt the 2024 editions of the International Building Code (IBC), the International Residential Code (IRC), and the International Energy Conservation Code (IECC) through incorporation by reference, with specific amendments. The proposed changes are published in the Maryland Register on June 26, 2026 for public review and public comments will be accepted until July 27, 2026.   • The Maryland Swimming Pool and Spa Standards (COMAR 09.12.56) have been updated to incorporate the proposed to adopt the 2024 International Swimming Pool and Spa Code with state-specific amendments, effective January 22, 2024.
