Criteria For Maryland State Athletic Commission (MSAC) Approval Of An Amateur Kickboxing Organization / Amateur MMA Organization Supervising Amateur Mixed Martial Arts In The State Of Maryland

 
  1. No direct or indirect financial interest in:

    a. an MMA contestant; 

    b. the promotion of an MMA contestant
     
  2. Evidence of an MSAC-approved training and certification program for officials
     
  3. Documentation verifying liability insurance in the amount of $100,000 per incident in the aggregate amount of $500,000 or more; and medical insurance in the amount of $10,000 or more per contestant
     
  4. Notify the MSAC of other jurisdictions in which the organization supervises, or has supervised, amateur MMA events, if any; including a listing of any disciplinary actions brought against the organization by any other jurisdiction
     
  5. Written assurances that:

    a. all amateur MMA contests will be conducted in strict accordance with all Maryland regulations regarding amateur MMA (COMAR 09.14.17.01, et seq.)

    b. none of the amateur MMA contestants will receive any type of purse payment or other form of compensation (other than travel expenses)

    c. there will be no exhibition bouts
     
  6. Notify the MSAC in writing (via e-mail, facsimile or U.S. mail) of the date, time and location of each amateur MMA event to be supervised by the organization at least 30 days prior to the scheduled event
     
  7. Signed affidavits:

    a. from each amateur MMA contestant, in compliance with COMAR 09.14.17.02(J)

    b. from the trainer of each MMA contestant, in compliance with COMAR 09.14.17.02(K)
     
  8. Have the following personnel on site at all times during the amateur MMA contests:

    a. two MSAC-approved ringside physicians

    b. ambulance crew consisting of at least one paramedic (EMT-P) and one basic emergency medical technician (EMT-B)

    c. officials (including referees, judges and inspectors) who have been approved by the MSAC
     
  9. Have the following equipment on site at all times during the amateur MMA contests:

    a. stretcher

    b. portable resuscitator or Ambubag with oxygen equipment

    c. hard cervical collar

    d. endotracheal tubes with laryngoscope

    e. portable defibulator

    f. advanced life support medications
     
  10. Ensure that each amateur MMA contestant has a:

    a. comprehensive physical examination conducted by a licensed physician, completed within 30 days of the amateur MMA contest, stating that the amateur MMA contestant is medically fit to compete in an amateur MMA contest

    b. pre-contest physical examination conducted by an MSAC-approved physician 

    c. post-contest physical examination immediately following the conclusion of the contest
     
  11. Conduct a weigh-in which shall be completed within two hours of the time the weigh-in begins
     
  12. Conduct a pre-contest rules meeting, which shall be attended by each amateur MMA contestant scheduled to participate in a contest, and disqualify any amateur MMA contestant who fails to attend
     
  13. Supervise the hand-wrapping and glove placement for each amateur MMA contestant
     
  14. Inspect the fighting area before the amateur MMA contest begins
     
  15. Report all bout results, including any suspensions, to Mixed Martial Arts, LLC (the official MMA record-keeper for the Association of Boxing Commissions)
     
  16. Be a legal entity qualified to do business in the State of Maryland and comply with all applicable laws and regulations of the State of Maryland, including those regarding the payment of federal and state taxes (e.g., the State "Boxing and Wrestling Tax")
     
  17. Satisfy all indebtedness resulting from the supervision of an amateur MMA event in a timely manner
     
  18. Be subject to a rescission of the MSAC's approval to supervise amateur MMA events in the State of Maryland upon a determination that the organization was in non-compliance with these criteria
     
  19. Enable an MSAC representative to visit, attend, investigate and audit, as the MSAC deems necessary, any amateur MMA event supervised by the organization, and any activity related thereto.
