Department of Labor, Licensing and Regulation Announces Expansion of Apprenticeship Program
More opportunities for Maryland’s workers and businesses
BALTIMORE (Sep. 20, 2017) – The Maryland Department of Labor, Licensing and Regulation (DLLR) today announced the approval six new Registered Apprenticeship programs, the reactivation of two preexisting programs, and a new Eligible Employer for the Apprenticeship Maryland youth apprenticeship pilot. These newly approved programs provide expanded opportunities for Maryland workers preparing for careers and for businesses looking to attract and invest in a pipeline of quality workers.
“Our administration is committed to growing and strengthening our economy, and that means expanding opportunities for Maryland workers,” said Governor Larry Hogan. “By continuing to invest in our innovative and successful apprenticeship programs, more Marylanders will get the valuable training and skills they need to compete in the 21st century workforce."
Under Governor Hogan’s leadership, the state has increased its emphasis on Registered Apprenticeship opportunities as a way for Maryland’s employers to develop training opportunities. In August, the Department reported that 3,635 employers participated in the state’s Registered Apprenticeship program. Now, the American Hotel and Lodging Association, Dynamic Automotive, CMH Inc., Insulators and Allied Workers Local No. 2 Joint Apprenticeship and Training Council, McGlothlin & Benham Electric Company Inc., and Tate Engineering Systems Inc. either joined Maryland’s apprenticeship team for the first time, or expanded their program offerings.
B & R Grinding Company, a previously approved employer, sought reactivation of its standards of apprenticeship for the occupation of machinist. While previously approved by the Maryland Apprenticeship and Training Council, programs were inactive as they no longer employed apprentices. DLLR provided extensive outreach and technical assistance to reinvigorate this program, which had been inactive since 1991.
Notably, the occupation of lodging manager was approved under the sponsorship of the American Hotel and Lodging Association. This national association, based in Washington, D.C., developed standards of training that develop skills in all phases of the hotel and lodging industry. By becoming a Registered Apprenticeship sponsor, Dynamic Automotive of Frederick, Maryland, is expanding its involvement in apprenticeships. Previously an Eligible Employer for the Apprenticeship Maryland youth apprenticeship pilot program, Dynamic Automotive now provides a clear and sustainable pathway for participating youth to continue their employment with the company past high school graduation. In this instance, apprentices will receive on-the-job training with Dynamic Automotive and related technical instruction through either the Community College of Baltimore County – Catonsville or Montgomery College.
In addition, Twin Ridge Auto and Light Truck Service Inc. was approved as an Eligible Employer to participate in the Apprenticeship Maryland youth apprenticeship pilot currently underway in Frederick and Washington Counties. The pilot program is a partnership between the Maryland Department of Labor, Licensing and Regulation, the Maryland State Department of Education, Frederick County Public Schools, and Washington County Public Schools. The program provides real-life employment opportunities for high school juniors and seniors. These employers join the ranks of 18 Eligible Employers that have already been approved by the Maryland Apprenticeship and Training Council.
