Maryland’s WIOA State Plan is Governor Larry Hogan’s blueprint for the creation of an effective and efficient workforce system. Governor Hogan has directed the Maryland Department of Labor, the Department of Human Services (DHS), and the Maryland State Department of Education (MSDE), and the Department of Housing and Community Development (DHCD) to work collaboratively to develop a strategic and operational plan that includes the following programs:
