Rapid Response Supplemental Funding - Workforce Development & Adult Learning
Recognizing that there may be instances that warrant a need for additional resources to support impacted workers via Rapid Response, MD Labor has established a process for Local Workforce Development Areas (Local Areas) to request additional funds in certain situations. This policy outlines the eligibility criteria, application process, and requirements for requesting and administering those additional Rapid Response funds.
In order for MD Labor to consider a request, the Local Area must:
- Have obligated at least 80% of its WIOA Title I Dislocated Worker funds on hand, which includes the initial allotment of Rapid Response funds that is packaged as a part of the annual allotment.
- Articulate a demonstrated need for additional resources to support impacted workers, which may include temporary staffing needs in certain scenarios.
- Provide a funding proposal that explains how additional funds would be put to use, including:
- Amount requested;
- Uses of funds;
- Time period that funds will be used within; and
- Expected outcomes of funds.

Contingent upon the availability of funds, MD Labor’s Office of Workforce Development will consider requests and provide a response to the Local Area within five business days of request receipt.
