Maryland Foreclosure Laws and Industry Resources - Financial Regulation

The Office of the Commissioner of Financial Regulation’s Foreclosure Administration staff provides management and oversight for the Notice of Intent to Foreclose (NOI) Electronic System and the Maryland Foreclosed Property Registry (FPR). Staff also conducts outreach to homeowners at risk of foreclosure and partners with government, industry and consumer stakeholders to examine policy issues and market trends.

Notice of Intent to Foreclose (NOI) Electronic System
An online system for secured parties or their agents to submit the required copy of an NOI to the Commissioner, as per Maryland Code Annotated, Real Property Article, §7–105.1 and Code of Maryland Regulations (COMAR) 09.03.12.02.

Maryland Foreclosed Property Registry (FPR)
An online system for foreclosure sale purchasers to submit registrations of residential property purchased at a foreclosure sale. Maryland state and local government officials may access the FPR to view registrations of properties in their jurisdictions. Access to the FPR is not available to the public. The FPR is established per Maryland Code Annotated, Real Property Article, §14-126.1.
