Maryland Foreclosure Laws and Industry Resources - Financial Regulation

The Office of the Commissioner of Financial Regulation’s Foreclosure Administration staff provides management and oversight for the Notice of Intent to Foreclose (NOI) electronic system and the Maryland Foreclosure Registration System. Notice of Intent to Foreclose (NOI) Electronic System
An online system for secured parties or their agents to submit the required copy of an NOI to the Commissioner, pursuant to Maryland Code Ann., Real Property §7–105.1(c) and Code of Maryland Regulations (COMAR) 09.03.12.02. Public access is prohibited.

Maryland Foreclosure Registration System
An online system for persons to submit the required copy of a notice of foreclosure filing, pursuant to Maryland Code Ann., Real Property §14-126.2 and for foreclosure sale purchasers to submit registrations of residential property purchased at a foreclosure sale, pursuant to Maryland Code Ann., Real Property §14-126.1.
Maryland state and local government officials may be authorized to view notices or registrations for properties in their jurisdictions. Public access is prohibited.

Legacy Foreclosed Property Registry (FPR) - to be phased out in January 2019 and replaced by Foreclosure Registration System.
