Mr. William C. Taylor called the Council meeting to order at 9:05 a.m. at the Maryland Department of Labor, Licensing and Regulation, Sixth Floor Conference Room, 1100 North Eutaw Street, Baltimore, Maryland 21201 and welcomed all Council members, staff and guests in attendance.

Ms. Harlan explained that the purpose of the special called meeting of the Maryland Apprenticeship and Training Council was for the Council to consider and give approval to the remaining four requests to be eligible employers under Apprenticeship Maryland (Youth) that had been tabled at the May 10, 2016 Council meeting. All four had been tabled due to questions and concerns about minors being employed in hazardous occupations. She provided some assurances to Council members that the employers will be required to sign the revised Youth Apprenticeship Agreement that includes some specific language regarding hazardous occupations. She informed Council members of the U.S. Department of Labor’s Hazardous Occupations Orders in Nonagricultural Occupations and explained that order no. 5 that pertains to Power-Driven Woodworking Machine Occupations and order no. 8 that pertains to Power-Driven Metal Forming, Punching and Shearing Machine occupations both have exemptions for apprentices and student-learners.

A. OTHER BUSINESS:

1. Request for approval of the Brunswick Woodworking Company, Inc. to be an eligible employer for Apprenticeship Maryland (Youth) (John Vontran).

This request was tabled at the May 10, 2016 Council meeting due to concerns as to whether minors would be permitted to perform the duties of the requested occupations.

A motion to approve this request was made by Ms. Butt, seconded by Mr. Wilson and unanimously approved.

2. Request for O’Boyle Enterprises, Inc. T/A Custom Machine to be an eligible employer for Apprenticeship Maryland (Youth) (John Vontran).

This request was tabled at the May 10, 2016 Council meeting due to concerns as to whether minors would be permitted to perform the duties of a CNC Machinist Apprentice.

A motion to approve this request provided that there be a copy of the Eligible Employer Application that has been signed by the employer was made by Mr. Cluster, seconded by Mr. Cavey and unanimously approved.

3. Request for Phoenix Mecano, Inc. to be an eligible employer for Apprenticeship Maryland (Youth) (John Vontran).

This request was approved with the exception of the occupation of CNC Machine Operator which was tabled due to concerns as to whether minors would be perform the duties of that occupation.

A motion to approve this request was made by Mr. Shmelzer, seconded by Ms. Butt and unanimously approved.

4. Request for RAMFP Molds Industries, Inc. to be an eligible employer for Apprenticeship Maryland (Youth) (John Vontran).

This request was approved with the exception of the occupation of CNC Machinist which was tabled due to concerns as to whether minors would be permitted to perform the duties of that occupation.

A motion to approve this request provided that there be a copy of the Eligible Employer Application that has been signed by the employer was made by Mr. Cluster, seconded by Mr. Cavey and unanimously approved.

Ms. Kim Letke informed the Council that she had read in a newspaper that this was a public meeting. She stated that she would like to know more about the number of women in the various occupations and about outreach efforts being made to women regarding apprenticeship. Mr. William Taylor responded that since it was a special called meeting, staff might not have that information at hand. However, he explained that the next regular meeting of the Maryland Apprenticeship and Training Council would be on July 12, 2016 and if she contacted the staff prior to that meeting, staff might have it available then.

There being no further business to come before the Council, the meeting of the Maryland Apprenticeship and Training Council was adjourned at 9:20 a.m.
